A revised version of the Payroll Based Journal (PBJ) Data Specifications (Version 4.10.0) is now available for your review. The new release of the Data Specifications enforces the Policy Manual restriction for the maximum value per day per Employee ID for the item hours to be 22.5. The new 4.10.0 version will go into effect March 22, 2026.
The following files are available to download on the CMS Staffing Data Submission webpage in the Downloads Section:
- PBJ 4.10.0 Submission Specs V4.10.0 for the April 1, 2026 Release (ZIP)
- PBJ Excel to XML Template V4.10.0 (ZIP)
- NHPBJ and PBJ XSD 4.10.0 File (ZIP)
No immediate changes are needed when using the current PBJ Submission File fileSpecVersions (2.00.0, 2.00.3 and 4.00.0). However, users are strongly encouraged to begin using PBJ fileSpecVersion 4.10.0 as soon after March 22, 2026, as possible. XML files submitted with versions other than 4.10.0 on or after April 1, 2026, will be rejected.
Please note this does not apply to the PBJ Administration Submission File format. Users who use this file format for linking employees should continue to use fileSpecVersion 1.00.0.
**Save the Date** a PBJ Technical Information call for vendors and software is planned for February 26, 2026, at 1PM ET.
